Michigan Property Consultants L.L.C. was formed in 2001 by Joseph Turner who began his career in property tax administration with the city of Saginaw, Michigan in 1972. Originally formed to assist small units of government with the implementation of property tax incentives and special assessments, the company's service offerings now include pre-board of review guidance to private citizens and corportations and a dominant roll as a consultant to private party and government units involved in special assessment disputes. Mr. Turner has published articles on property tax administration, property tax incentives, special assessment procedures and co-authored the most recently used text for teaching special assessment administration for assessor certification and recertification. In addition to the retention of his services by state officials, he routinely is used in as an expert witness on special assessment matters. His work has been referenced within the U.S. and in other countries.

Michigan Property Consultants was honored in 2014 by the Michigan House of Representatives Local Government Committee. The committee requested testimony from Michigan Property Consultants on the history and functioning of the special assessment procedure. A copy of the written testimony can be found via this link .

Michigan Property Consultants was specially honored in 2010 by the state of Michigan. It issued contract (No. 271Q001), selecting the company to write two chapters of a proposed State Tax Commission (STC) document. The chapters provide guidance from the STC on Boards of Review and the administration of Michigan's property tax exemption, tax incentive and special assessment procedures.

      The reader may observe some instances of property tax appeal work in client services. Those instances refer to resolutions of disputes through negotiation at the local level. Michigan Property Consultants uses its expertise and energy to solve problems through a mutual decision of all parties. The expertise of this company lies in matters of real and personal property taxation only.

  1. The company does not litigate tax disputes. It provides information and services intended to avoid costly disputes.
  2. It will aid firms or individuals wishing to understand the components of a potential dispute.
  3. It will communicate with local assessing officials.
  4. It will develop a list of potential dispute resolutions and cost savings.
  5. The exception is special assessment administration. The area is of particular interest to our firm. We have unique training in this area and participate in the process from formation through appeal activities.

      Michigan Property Consultants has no legal expertise whatsoever and has no interest in routinely undertaking property tax appeals. When there is a legitimate disagreement regarding a valuation issue or a property tax process, our function is to act as a mediator, bringing parties together. We evaluate issues; providing advice as to the types of solutions that may be available and the least costly method of securing those solutions. A number of our clients avoid costly appeals and are quite satisfied following an initial consultation or ongoing consultations. Since we do not make our living from the appeal of property taxes, we do not bill based upon a percentage of tax savings. Our fee structure is based upon a standard hourly rate.
