  October 16, 2009 Michigan Tax Tribunal Judge Victoria Enyart quotes from published materials of Joseph M. Turner to describe important elements in the apportionment process for "Lake Improvement" special assessments. Judge Enyart's remarks were made to attendees of the conference Taking Charge: Special Assessment Districts for Lake Improvements. The conference was hosted by the Michigan Chapter, North American Lake Management Society and the Michigan Inland Lakes Partnership at Tustin, Michigan.

  LITERARY AWARD: August 2007, Dearborn, Michigan. Following a review of several competing nominations, Joe Turner was presented the Michigan Assessors Association's Francis Moss Literary Award for his writing contributions to "The Michigan Assessor" magazine.The award is given for the article judged to have contributed most highly to the assessing profession. The Michigan Assessor magazine has received national acclaim; being selected by the International Association of Assessing Officers (IAAO) in 1960, 1972, 1980, 1985, 1988, 1992, 2000 and 2002 to recieve the Zangerle Award for writing excellence. Mr. Turner's article, "Michigan Property Tax Prorations"was published in the December 2006 edition of The Michigan Assessor.
